Cute project. Rubber cement,however may not be the best choice for glue. A single coating on one side of the paper page sheet isn't sufficient for lasting adhesion over time especially if you will be sliding menus in and out of the pocket repeatedly. For a good seal you should brush it onto BOTH surfaces and LET IT DRY. Then align the pages and press together. It's a"dry mount" technique used by commercial artists and works like a "self-stick" envelope. Also rubber cement in general doesn't last for long. Your best bet is to find a good paper glue. Ask at you business supply, stationary shop or scrap booking source.
